Scouter has launched in Singapore as a cybersecurity technology and services business. It is part of the local group behind Dart and Aleph, also known as Red Alpha.

Founded by Raz Kotler, former Global Oversight Chief Information Security Officer at PayPal, the business will help enterprises and government organisations assess, select and deploy cybersecurity tools, backed by local engineering and support.

Kotler said he set up Scouter after years working in large security programmes and seeing a gap for a partner that stays involved beyond the product sale.

"After years on the customer side, I wanted to build the kind of cybersecurity partner I would have wanted to work with," said Kotler, founder of Scouter. "Someone who understands the problem, brings the right technology and stays involved to make sure it actually works."

Its work begins with a review of a customer's existing security environment, operational constraints and priorities before any products are recommended. Scouter supports customers through discovery, technical evaluation, proof of value, implementation, integration and ongoing support.

Product focus

The initial portfolio includes products from Wiz, Island, Oligo Security and Mate Security. They cover cloud infrastructure, application runtime protection, enterprise browser security and AI-led security operations.

Rather than offering a broad catalogue, Scouter will focus on a smaller set of technologies its team can assess, deploy and support. The approach is aimed at organisations managing legacy systems, multiple cloud platforms, regulatory demands and limited security engineering resources.

Scouter's launch adds a third business to the Singapore group that already includes Dart and Aleph. The wider group has worked in cybersecurity training, talent development and enterprise technology services, giving the new unit an established base of local contacts and technical experience.

Local skills

Scouter is also investing in workforce development in Singapore, with training for existing staff and plans to recruit more engineers as the business expands. A longer-term priority is specialised training, certification and practical deployment experience.

A particular focus is AI security, as companies grapple with visibility, governance, access, data exposure and the behaviour of AI systems as those tools move into software development, business operations and security work.

"As Singapore accelerates AI adoption, bringing new security technologies into the market is only part of the equation," said Kotler. "We also need to build the local expertise to implement, operate and secure them. That's something we're investing in from day one."

According to Scouter, that effort is intended to support organisations in areas such as critical infrastructure and financial services, where security environments can be complex and operational demands are high.

Kotler has nearly two decades of cybersecurity experience and has held senior security roles at XM Cyber and Deep Instinct. He said Scouter's development is tied to the wider group's existing work in Singapore.

"With Dart and Aleph, we've spent years developing talent and delivering services to organisations in Singapore," said Kotler. "Scouter is the next part of that journey, bringing cybersecurity technology, engineering and support together."
