Indosat & Cisco open Jakarta centre to boost digital security

Indosat and Cisco have announced the launch of Indonesia's Sovereign Security Operations Centre (SOC) to strengthen national cybersecurity and support data sovereignty requirements.

The new SOC, established in Jakarta, combines Indosat's telecommunications expertise with Cisco's managed security services and the Splunk Cloud Platform. It is designed to provide real-time, AI-powered cyber threat detection and observability across both hybrid and multi-cloud environments, ensuring compliance with Indonesian data sovereignty regulations.

Data sovereignty and local compliance

The SOC features the first-ever local deployment of the Splunk Cloud Platform and Splunk Enterprise Security in Indonesia and has achieved SOC 2 compliance, an industry standard for service organisation controls. Intended to give public and private sector organisations the ability to detect and respond to cybersecurity incidents more efficiently, the platform ensures sensitive national data remains protected and under Indonesian jurisdiction.

The launch of the Sovereign SOC follows rising cybersecurity threats across Indonesia. Citing the Cisco Cybersecurity Readiness Index, the companies noted that 91 percent of Indonesian organisations experienced an AI-related cybersecurity incident during the previous year. The new SOC aims to deliver a centralised and coordinated cyber defence for Indonesia's critical sectors, including finance, healthcare, transportation and public services.

National digital defence

Cisco is excited to work with Indosat and national stakeholders to build on that foundation to enable secure AI transformation and future-ready digital infrastructure as the nation charts the next phase of growth for its digital economy," said Dave West, President, Senior Vice President of Global Specialists at Cisco. 

According to the companies, the SOC will enhance Indonesia's capabilities in threat intelligence and incident response while improving regulatory preparedness. Additionally, it is intended to underpin the secure deployment of generative AI technologies and large language models, with measures in place to ensure that digital innovation is secure, compliant and ethical.

Training and support for SMEs

Indosat and Cisco have also made a commitment to train one million Indonesians in cybersecurity and networking by 2030. This target builds on the history of the Cisco Networking Academy in the country, which has already provided training to more than 500,000 people across over 200 institutions. The SOC will act as a training centre for Cyber Resilience Labs, offering simulations, industry programmes and readiness training for the workforce.

Another aspect of the SOC's mission is its support for small and medium-sized enterprises (SMEs). Indosat and Cisco intend for the centre to provide accessible security services to over 10,000 SMEs, helping them strengthen their own digital defences and function more securely within the local digital economy. Studies cited by both companies suggest that raising digital skills in the population may positively impact productivity and overall economic growth in Indonesia.

Collaboration and standards

The project is framed by the partners as an example of public-private collaboration to enhance Indonesia's digital sovereignty. The SOC is aligned with local content requirements and national frameworks, and integrates international best practices to set benchmarks for secure and sovereign digital infrastructure in the era of artificial intelligence.
