GovWare 2025 gathers experts in Singapore to tackle AI risks

The GovWare Conference and Exhibition 2025 is set to convene over 13,000 cybersecurity experts, policymakers, and academics in Singapore this October as the sector adapts to rapid advancements in artificial intelligence and digital transformation.

This year's event marks the 10th anniversary of GovWare's partnership with the Singapore International Cyber Week (SICW), organised by the Cyber Security Agency of Singapore (CSA). The event will take place at the Sands Expo and Convention Centre and will serve as a focal point for examining emerging risks and the future direction of cybersecurity.

Changing threat landscape

Organisers observed that 2025 presents a pivotal moment for cybersecurity globally, as digitalisation accelerates across industries. While artificial intelligence and digital technologies are providing new opportunities, they also bring increased risks. Among the challenges identified are the misuse of generative AI, vulnerabilities in critical infrastructure, disinformation campaigns, supply chain attacks, and the real-time manipulation of data and services.

Geopolitical tensions have added an additional layer of complexity, with cyber conflicts now involving both public and private entities. Organisers referenced recent state-linked campaigns, such as UNC3886, as examples of the growing sophistication and persistence of threats, making coordinated action across sectors increasingly necessary.

Strategic imperative

Cybersecurity has shifted from being primarily a technical concern to a strategic business and governmental priority. Risks are no longer confined to IT departments, but extend to regulatory, reputational, and operational domains. The need for executive leadership, governance, and ongoing investment in cybersecurity has never been greater, according to the organisers.

Collaboration and transparency across sectors remain essential for achieving long-term resilience, a point underscored by industry practitioners ahead of the event.

Conference theme

The theme for 2025, "Cyberspace: Of Starbursts, Black Holes, and Last Frontiers," employs astronomical imagery to describe the evolving digital landscape. The concept of 'Starbursts' addresses the rapid adoption of AI and emerging technologies; 'Black Holes' alludes to concealed vulnerabilities and governance issues within complex systems; 'Last Frontiers' refers to the constantly shifting boundaries of cyber risk, public trust, and national sovereignty.

"GovWare 2025 marks a critical milestone, with ten years of partnership with the SICW, and more than three decades of convening cybersecurity leaders from across sectors and geographies. This year, we aim to deepen the dialogue and sharpen the focus on trust, accountability, and strategic foresight. In today's high-stakes climate, GovWare is where critical conversations on cybersecurity leadership, regulation, and AI governance are redefined," said Mr. Ian Monteiro, Executive Director of Image Engine and organiser of GovWare. 

Participants can expect a range of keynote addresses, panel discussions, and technology showcases. The exhibition floor will include companies and startups demonstrating solutions intended for sectors such as energy, transport, and finance.

Continued partnership

The conference is recognised as the enterprise component of SICW and is organised with the support of the CSA. This collaboration aims to reinforce Singapore's position in regional and global dialogue concerning cyber threats and resilience.

Organisers highlighted the importance of public-private collaboration, with Image Engine's ongoing partnership with CSA reflecting Singapore's commitment to building technical capacity and resilience through engagement.

GovWare has maintained a presence in the industry for over three decades, serving as a platform for information-sharing and policy alignment. Its approach brings together perspectives from technology developers, end users, and government sectors across the region and beyond.

Attendees will have access to current insights on cybersecurity challenges and solutions, and will be able to participate in sessions focused on adapting leadership, regulation, and operational best practices to the demands of the evolving threat environment. Topics are expected to include the implications of AI in cybersecurity, new governance models, and strategies for improving regional cooperation.
